Federal Real Property and Utilization Training

This training is an overview of the Utilization and Disposal of Federal Real Property; subject to the provisions of Chapter 5, Title 40 of the United States Code (P.L. 107-217, 116 STAT. 1062) formerly the Federal Property and Administrative Services Act of 1949. The training is intended for persons with real property, asset management and disposal responsibilities. However, there are no prerequisites necessary to attend.

The course discusses the responsibilities of landholding agencies in the management of their real property assets pursuant to Executive Order 13327 and the guidance issued by the Federal Real Property Council. Instruction covers applicable portions of the Federal Management Regulations (FMR), and the cultural, historic and environmental responsibilities associated with the management of Federal assets. The course covers the due diligence requirements for the disposal of real property assets including acquisition and title information, legal descriptions, NEPA and CERCLA requirements, asbestos, lead-based paint, historic and cultural resources, and other necessary information.

The training includes the polices, procedures, and regulations governing the disposal of Federal real property assets pursuant to the provisions of P. L. 102-217, Chapter 5, Title 40 U.S.C. Participants review the steps in the disposal process including screening Federal agencies; provisions of the McKinney-Vento Homeless Assistance Act; and Federal laws authorizing disposal of real property to public bodies for public uses such as education, health, parks and recreation, etc. The course discussion continues with the various types of sales including the requirements for negotiated sales and methods of competitive public sales.

About the instructor:
Pat Bailey is a Program Manager with Keres Consulting and has over 38 years of experience with Federal real property asset management and disposal. During her Federal service, Ms. Bailey was Director of Portfolio Management, Director of the Real Property Disposal Division and a Realty Specialist in GSA’s Atlanta regional office.
