Keres provides advice, counsel, and facilitation in defining
knowledge, skills, and abilities needed by real estate specialists
nationwide. Keres works as part of a General Services Administration
(GSA)/contractor teaming effort to identify subject matter experts
for virtually every knowledge area of government-wide real estate
disposition practice. Keres consultants have also developed tangible,
first-time work products in the areas of negotiated sales to public
bodies, training for federal real property disposal specialists,
and survey techniques for federal holdings.
In conjunction with the Business Process Improvement (BPI)
initiative, Keres staff prepared and conducted a training course
on the Utilization and Disposal of Federal Real Property. This
extensive training program included review of the regulations
and laws, steps in the disposal process, conflicting interests,
and related practical exercises. Training was provided to realty
specialists at seven GSA regional property disposal offices, as
well as at the national office.
In addition to the utilization-training course, our staff has
also provided coordination and scheduling to conduct many Executive
Orders Utilization Surveys for GSA and the Coast Guard. Keres
staff provides all necessary reports, data input and letters for
GSA. By redefining the goals and processes with these on-site
utilization surveys of real property, the team found new ways
to accomplish these time-consuming tasks, significantly reducing
opportunity costs (e.g., time spent away from the office for valuable
government real estate personnel.)
Working in close coordination with the GSA and the United States
Coast Guard, Keres personnel were an integral part of a team,
which developed an innovative and timely approach to streamline
real property disposition.
Keres successfully completed property inspections, surveyed
titles, ROE environmental assessment, and NEPA documentation in
excess of 50 properties in the United States and Puerto Rico.
In the case of the Miami project, experienced Keres personnel
worked side-by-side with GSA experts to create a workflow diagram
of real estate disposal and environmental processes. The team
was empowered to develop unique and innovative approaches to minimize
the process time and carrying costs for underutilized federal
property. The team found that by combining Pre-Report of Excess
work, environmental site assessment, and title research, the total
process time and cost to USCG could be significantly reduced.
In partnership with GSA and the United States Army, Keres personnel
facilitated the development of a national team to work on the
disposition of 5 Army ammunition plants. Using the national team
approach, GSA and the Army successfully established communications
and provided a forum to discuss issues unique to each plant.
Our staff planned and facilitated public meetings in order
to communicate the disposal process and plans for each plant.
Keres is committed to its involvement in environmental base lining
and assessment on these highly complex installations.
Keres staff have extensive experience conducting appraisals
on a wide range of properties throughout the United States, providing
complete services in the areas of market analysis, building evaluations,
parcelization, utility systems appraisal, and mineral evaluations.
Keres is prepared to utilize additional capabilities when local
expertise is beneficial. These appraisals allow our customers
to better understand and maximize the potential of each parcel
of real property.
