Ms. Bailey has extensive experience
working with federal agencies in asset management/utilization
and disposal of federal real estate. She possesses extensive
working knowledge of all laws, regulations and Executive
Orders governing the management and disposal of federal
property including requirements of the National Environment
Policy Act (NEPA) and National Historic Preservation Act (NHPA).
In addition, she has a comprehensive understanding of the real
estate requirements, policies and procedures of various
federal agencies, as well as the expertise to resolve
community issues and challenges for real estate transaction
management. This includes in-depth knowledge and abilities to
develop strategies for retention for continued agency mission
use, reuse/redeployment or disposal options of real estate.
Ms. Bailey currently serves as the Program Manager responsible
for real property asset management analysis including highest
and best use, cash flow, planning, retention/disposal studies,
regulatory compliance, real estate asset utilization reviews
and disposal strategies. She support to GSA, USCG and numerous
other agencies in the utilization and disposal of federal
property. In addition, she supports GSA’s leadership role in
federal real property asset management with research of real
estate issues impacting continued federal use of real
property, disposals, preparation of Targeted Asset Reviews and
other types of utilization studies, and develops and conducts
training for senior level realty specialists. She has
developed a Utilization Desk Guide for use by GSA realty
specialists which provides direction and guidance for
effective asset management of federal real property.
