| Real Property Information System Keres is currently assisting with development of the National
Real Property Portfolio Strategy for the Department of Homeland
Security (DHS). The project includes the establishment of lifecycle
processes and best practices that enhance real property and facilities
program and project management effectiveness. The project also
includes the development of a real property management database,
which incorporates all of the data elements specified by the Federal
Real Property Council (FRPC). The database can upload data directly
to the Federal Real Property Profile. The development, review,
and editing of DHS Asset Management Plans conform to FRPC guidance
and direction.
Keres's leadership is committed to Executive Order (E.O.) 13327
and the FRPC vision, and has a knowledgeable team in place with
specific experience in Asset Management Plans and FRPC guidance.
Keres understands the FRPC approach to real estate asset management
and is fully cognizant that Asset Management Plans are just a
portion of the overall asset management strategy for real estate.
Keres has developed an Asset Management Plan framework, created
DHS-wide performance measures, and prepared a strategic report
on legislative real property authorities for DHS incorporating
the FRPC final guidance.
Working with appropriate DHS officials, Keres reviews existing
real property authorities and identifies new and enhanced authorities
to support the overall DHS mission. Keres determines the extent
to which existing real property authorities of component entities
support department-wide objectives. Working closely with senior
DHS real property management, Keres develops and recommends strategies
and approaches to obtain needed authorities. In addition, working
with DHS management, Keres identifies the number of key data elements,
including FRPC guidance that is needed to develop a complete inventory
of DHS assets. Keres has developed a preliminary database for
both inventory and assessment data to capture the condition and
utility of each property in the inventory.

Real Property Asset Management System Keres provided technical and project support to the Office
of Personnel Management (OPM) in support of their Real Property
Management Program. (This scope of work was very similar in context
and objectives to the work Keres performed for the Department
of Homeland Security). Keres also helped OPM to better manage
its real property by providing a real property specialist and
consulting services, and by implementing a real property information
system that integrates data from diverse sources and automates
reports that previously required days or weeks of effort to complete.
The real property information system developed by Keres has met
all requirements (security, accessibility, etc.) of the OPM IT
Department, and has been certified and accredited by them.
Keres provided program support, consulting, and IT support
to OPM in their efforts to consolidate and manage their real property
inventory, and to develop a long-term asset management strategy.
In addition to providing asset management consulting and real
property management support, Keres helped OPM develop, implement,
and integrate a new real property information system. The new
information system is already helping OPM to better manage its
inventory, respond to information requests, implement real property
performance measures, and meet the guidelines and requirements
of E.O. 13327 and the FRPC.
Working with appropriate OPM officials, Keres assisted OPM
with efforts related to the President’s Management Agenda (PMA)
Asset Management Scorecard and responses to data calls from the
GSA Federal Real Property Profile (FRPP) System. The real property
information system developed by Keres has met all requirements
(security, accessibility, etc.) of the OPM Cyber Security Department,
and has been certified and accredited by them.
Native American Environmental Tracking
System
Keres provides DoD with analytical and technical support for
the management of information that DoD collects concerning potential
environmental impacts on Indian lands. Keres manages the Native
American Environmental Tracking System (NAETS) which stores and
maintains information on past, present, and future reports of
DoD-related impacts and activities that have the potential to
affect Indian lands and resources. Keres professionals provide
hosting, server (web and database) administration, and dynamic
web development for NAETS. Keres presents analytical results and
provides proposals for enhancement, ensuring technology evolves
with program requirements. Keres conducts these enhancements through
a secure, systematic method utilizing industry standard software
tools and languages.
