Keres provides a full range of environmental management
services to Federal, Tribal, State, and local governments in
the areas of environmental compliance and mitigation.
Keres provides administrative, information technology,
managerial, and technical assistance to the Department of
Defense (DoD) for administration of the Office of the
Secretary of Defense’s (OSD’s) Native American Lands
Environmental Mitigation Program (NALEMP).

Under the U.S. Government’s Indian trust responsibility,
DoD, as a Federal agency, has a special obligation to
address DoD-related adverse environmental effects to tribal
lands and resources. Keres plays a key role assisting DoD
with meeting its trust responsibility to tribal governments.
Keres provides expert technical analysis and administrative
support to DoD for the establishment of policy and
procedures for compliance with cultural
resource requirements applicable to Native Americans.
These requirements include:
DoD American Indian/Alaska Native Policy
Native American Graves Protection and Repatriation Act
National Historic Preservation Act
Archaeological Resources Protection Act
American Indian Religious Freedom Act
Several Executive Orders and Memoranda
Keres also provides technical and administrative support to
DoD to assist DoD in developing a strategy and process to
identify how DoD can improve its consultation
responsibilities to Native Hawaiian Organizations. This
process will result in a "Consultation
Protocol" governing how DoD will consult with Native
Hawaiian Organizations whenever DoD proposes activities that
may have the potential to affect Native Hawaiian
Organization resources protected by law.
Keres also supports DoD with an aggressive tribal outreach
program. This outreach fosters a more positive relationship
between DoD installations and tribal governments. DoD has
made it a high priority to proactively engage tribal
governments in addressing environmental and cultural issues
of concern to tribes so that tribes can fully participant in
DoD programs that benefit tribes. Keres assists with
outreach activities including logistical, exhibit, and
administrative support. These activities provide a venue for
DoD to both educate tribes on DoD programs and initiatives
and to hear tribal members’ concerns.
To facilitate greater understanding of DoD’s
responsibilities for developing policy and managing programs
that may affect Indian lands, treaty resources, or
traditional cultural properties, Keres provides the American
Indian Cultural Communications Course to DoD personnel. The
Course provides a comprehensive summary of the history,
culture, and laws that underpin the Federal Trust Doctrine
and the DoD obligation to consult with Indian Tribes and
Alaska Native Entities.
Keres provides DoD with analytical and technical support for
the management of information that DoD collects concerning
potential environmental impacts on Indian lands. Keres
manages the Native American Environmental Tracking System (NAETS)
which stores and maintains information on past, present, and
future reports of DoD-related impacts and activities that
have the potential to affect Indian lands and resources.
Keres also provides technical support for NAETS by: ensuring
technology evolves with program requirements; presenting
analysis results and providing proposals for enhancement;
incorporating enhancements utilizing several software tools;
and implementing enhancements to the database driven system
utilizing Structured Query Language (SQL) types. Keres
conducts these enhancements through a secure, systematic
method which utilizes Virtual Private Networking (VPN), SSH,
Visual Source Safe (VSS), CSS, and Cron jobs.
Keres plays a key role in assisting DoD with meeting its
statutory requirement to gather information on environmental
impacts on Indian lands and resources resulting from DoD
activities. This role involves: developing and maintaining
an inventory of DoD-related environmental impacts on Indian
lands throughout the United States; and conducting NALEMP
environmental Site Assessments.
In addition, because of Keres’ understanding of American
Indian and Alaska Native tribal governments and its
extensive work with them, Keres provides technical and
program management support to DoD to include:
Prepare and process briefings, action
memos, position papers, speeches (Annual Report to Congress)
Provide direction to Tribes and other Federal agencies in
implementation of NALEMP
Other related field support Keres provides is to the USACE
for technical and administrative support for development and
execution of NALEMP cooperative agreements (CAs) which
includes:
- Consolidation and analytical work concerning specific
reports of impact to Native American Tribes
- Develop tribal pre-proposals and other background
information needed for DoD to fund a CA with the tribal
government
- Ensuring all CA deliverables are attained

- Review and analysis of the Strategic Project
Implementation Plan (SPIP)
- Prepare quarterly progress reports outlining the status
of the CA performance, funding, and deliverables
- Update NAETS with information resulting from
implementation of mitigation activities
