Program Control Analysts

A federal contractor headquartered in Albuquerque is looking for program control analysts to support future projects with government agencies.

Job Description
Perform routine program control and analysis including estimating, planning, scheduling, baseline validation, and project performance assessment. Conduct project management briefings and prepare reports to project status, cost and schedule trends/variances, earned value, etc. Responsible for assisting with capital planning and investment analysis

Position Requirements

  • Minimum four year college/university degree desirable but not required
  • Minimum 5 years direct work experience in program controls, including all aspects of earned value management
  • Familiarity with project management software including MS Office and one or more of the following MS Project, Unanet Project Portfolio, Serena Business Mashups, Serena Dimensions RM, SharePoint is desirable
  • Experience at working both independently and in a team-oriented, collaborative environment is essential
  • Can conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities
  • Ability to interface with team members and contractors who come from a broad spectrum of disciplines
  • Strong written and oral communication skills.
  • Experience with IT projects desirable

Job Description
Project managers are typically assigned to groups of related projects. They are responsible for overall project planning and execution, in cooperation with stakeholders who set the priorities and strategic direction. Work responsibilities of project managers include business needs statements, business cases, work breakdown structures, project schedules, and overall project plans including risk analysis, communication plans, and related documents. Many of the projects will relate to Information Technology development.

Position Requirements

  • Minimum four year college/university degree
  • Minimum 5 years direct work experience in a project management capacity, including all aspects of process development and execution
  • PMP Certification Desirable

Job Description
Perform a wide range of duties in executing software development and other projects, and in addressing the information needs of federal agency programs. These duties include but are not limited to: elicitation and documentation of business use cases and requirements from business owners, end users, and regulatory or other mandates; analysis and decomposition of requirements in preparation for development or acquisition; preparation of language for draft work orders for work order based development contracts; creation and documentation of test scenarios and scripts; testing of software or other deliverables in pre-production environments, and communication and coordination with beta test sites and testers.

Energy Auditor/Engineer

Job Description

  • Conduct comprehensive energy audits (lighting, heating, water) at customer site facilities
  • Collect and input data involving project site electrical and mechanical systems
  • Assemble site energy inventory and perform energy/water consumption measurements
  • Identify energy conservation measures and conduct analysis for prioritization based on payback on other factors
  • Develop summary and detailed post-audit reports
  • Coordinate logistics involved with on-site audits including travel, scheduling, personnel resource management, and communications with clients, team members, and other involved parties
  • Perform project management activities including personnel supervision, task coordination, report preparation and review, and quality control

Requirements

  • Degree in Mechanical, Electrical, Civil, Industrial, or Environmental Engineering.
  • 4+ years experience working in energy management and performing energy audits.
  • Professional Certifications such as CEM, P.E., or E.I.T.
  • BPI certification in Building Analyst, Envelope, and Heating is a plus.
  • Knowledge of building systems including lighting technologies, building envelope, mechanical systems, (heating), and combustion science.
  • Knowledge of energy modeling software such as Equest, Energy Plus, HAP, TRACE.
  • Knowledge of energy conservation principles and techniques.
  • Knowledge of government regulations (e.g., Executive Orders) related to sustainability and greenhouse gas reduction.
  • Ability to accomplish tasks timely and with minimal supervision and exercise independent judgment in conducting audits.
  • Experience with building automation systems and software a plus.
  • Strong written communication skills with attention to detail.
  • Project management skills, including the ability to supervise people, manage the activities of others, and coordinate project tasks.
  • Ability to communicate, interact and work effectively and cooperatively with other people at various organizational levels .
  • U.S. Citizenship or U.S. Permanent Resident status.
  • Valid driver’s license and ability to travel extensively.

Employment: Part time at beginning, expect transition to full-time

Salary: Commensurate with experience and skills

Location: Activities are based out of Frederick, MD, and energy audits are conducted nationwide. Candidates in the Baltimore/Washington DC metro area will be preferred, but other locations will be considered.

Temporary, Part-Time Paralegal Specialist

Keres Consulting, Inc. provides contract support of real property services to various federal agencies. Keres’ current contract with the General Services Administration (GSA) requires the services of a part-time temporary paralegal specialist in GSA’s Boston office which is responsible for the disposition of federal real property. This temporary position could lead to a permanent part-time position.

The primary role of this paralegal specialist is the analysis of and identification of deficiencies of title documentation of federal real property being reported to the General Services Administration for disposition. Duties will include:

  1. Examination and analysis of title materials and surveys provided by federal agencies for accuracy, compliance and legal sufficiency,
  2. Researching real property case records and archived files related to property histories, and coordinating information from various public agencies,
  3. Drafting conveyance documents, including Reports of Title, Offers to Purchase, Invitations for Bid, Easements, Releases of Easement, Lease Terminations, Escrow Letters, Assignment and Transfer Letters, Deeds and Bills of Sale.
  4. Providing technical assistance to federal real estate specialists on conveyance, zoning, historic and environmental matters in addition to supporting the specialists in their negotiations and ongoing real property activities with other federal agencies, regulatory agencies, and buyer representatives.

Real property experience is required. Experience with federal, state or local real property laws, policies and regulations is highly desired.
